Bylaws of the Prestonwood Meadows Homeowners Association
Article 1: Organization
1.1 Establishment. The Prestonwood Meadows Association is hereby established as voluntary members residing in an area bounded by Windy Meadow on the north, N Clearhaven on the south, Hillcrest on the east and E Meadowcreek on the west of the city of Dallas, Texas. 1.2 Purposes. The purposes of the Association are to assure the beauty, safety and stability of the area and the surrounding community, and to promote neighborliness among our residents. 1.3 Operation. The Association consists of the membership provided for in Article 2, the Board Members provided for in Article 3, and the various committees provided for in Article 4. The fiscal year of the Association ends on October 31 of each year. Article 2: Membership 2.1 Eligibility. Any resident of a single-family home in the area described in Section 1.1 is eligible to become a member of the Association by paying the dues prescribed by the Board committee for each fiscal year. Eligibility is to be without regard to race, creed, color, or national origin. Any previous association members who have relocated may continue their membership annually. 2.2 Rights of Members. Each adult member of the Association is eligible to serve on any committee of the association, to vote on matters as provided by these bylaws, and to attend any business or social function of the Association. 2.3 Restriction on Members. No member or officer of the Association may use, or permit the use of, the name of the Association or any information obtained through Association membership for commercial purposes or any other purposes inconsistent with these bylaws. 2.4 Voting. The members of the Association shall meet annually during the month of October at a time and place selected by the Board members. Notice of this meeting will be published at least 10 days prior to the meeting. All voluntary members are formally approved by a two-thirds majority vote by current Board and Committee members. 2.5 Vacancies. At any time a Board member or Committee member decides to step down, a replacement can be made by any Association member volunteering to fill that vacancy and agreed upon by the current Board members. Article 3: Duties of Board Members. (a) The President has a leadership role to preserve the quality of life and our sense of community within our Homeowners Association. The President shall also have authority to represent the Association in its relations with other persons and organizations. (b) The Secretary shall keep minutes of all meetings, email meeting notes to Web Manager to be posted on website and perform such other duties as the President may prescribe. (c) The Treasurer shall collect dues, have custody of the Association funds, pay bills within approved budgets, keep an accurate record of all receipts and expenditures, prepare periodic financial reports, and a financial statement to be given at the annual meeting of the membership in November, assist Membership person at events Welcome/Sign-In table, take deposits to bank, and perform such other duties as the President may prescribe. (d) Membership will organize the annual Membership Drive in January, be responsible for Welcome table at events, collect member dues and party fees, sign up new members and refer them to our website, collect non-member party fees, assist in keeping records of income, report to Treasurer, and give deposits to Treasurer. (e) Event Planners will plan and organize annual events, communicate event details to Board for approval, delegate duties to other Board members, pin down dates at Board meetings, purchase supplies for events, keep track of receipts and submit to Treasurer, and report event details to Website Manager. (f) Website Manager will maintain and keep our prestonwoodmeadows.org website up-to-date with current events, and keep track of timely payments to website domain. (g) Website Contributors will provide Website Manager articles regarding events happening in our neighborhood under ‘Neighborhood News’. Examples to include; updates at the dog park, reminders to recycle, new programs such as Pickleball at Campbell Green and progress organizing M.O.P.S. (h) Communications will prepare and plan design of flyers for events, printing of communications, delivery to Block Captains to be distributed, keep track of receipts, and submit to Treasurer for reimbursement. (i) Welcome Wagon will arrange and deliver welcome baskets to new families that move in, ask permission for a family picture to be placed on our webpage, send picture to Website Manager, keep receipts and submit to Treasurer for reimbursement. (j) Beautification will award Yard of the Month to two homes each month using Calloways sign and PMHA sign, alternate winners on all 14 streets if possible, take pictures of yards and submit to the Website Manager, purchase $25 gift cards for winners and submit receipts to Treasurer for reimbursement. (k) Government Relations will report current events at Board meetings, submit articles to Website Manager regarding current events such as DART, construction progress at Brentfield and District news impacting our neighborhood and also promote members signing up for District 12 eNews. (l) Crime Watch will plan and prepare for annual National Night Out event in September, keep track of crime events happening in our neighborhood and report to Website Manager to be posted on our website, check on DPD website for local crime information, and organize Volunteers In Patrol program if needed. (j) Newsletter will plan and print a bi-annual Newsletter in the Spring and Fall. Article 4: Duties of Committee Members. (a) Block Captains include a total of 14 possible Block Captains. Duties of Block Captains are to include; handing out event flyers to each home on their block, reporting new neighbors to Welcome Wagon, hosting Halloween block parties in October, attaching holiday bows to mailboxes, distribute American flags to each yard on street during the months of May, July and September and any other event where each home needs to be assisted by a Block Captain. (b) Assistant Block Captains can include up to a total of 14 possible Assistant Block Captains. Duties of Assistant Block Captains is to assist Block Captains in all their duties listed above. Article 5: Recall of Official Position Of Association. 5.1 An official position taken by the Association or any official position taken by the Association in connection to any organization or Association of which the Association is a member may be recalled in the following manner: (a) A petition asking for a recall of any official position by the Association should be signed by 25% of the Board and Committee members and presented to the President of the Association. (b) Upon receipt of said petition, the Board members must call a meeting as soon as possible, including Committee members, to vote on the issue of recall of the official position as challenged in said position. |
